The Bureau of Reclamation (Reclamation) intends to issue a grant agreement to San Francisco State University under the authority of catalog for domestic assistance (CFDA) 15.512, Central Valley Project Improvement Act, Public Law 102-575, Section 3406(b)(1) and 3407(e). Estimated total amount of agreement is $220,684.00, with Reclamation providing $220,684.00. The purpose of this project is to conduct a study to understand how distribution of the copepod prey of delta smelt varies within and between deep and shallow areas in the low salinity zone of the San Francisco Bay-Delta estuary. The principal objectives of this experiment are to: (1) Investigate how zooplankton abundance and distribution varies between deep channels and shallow shoals at fine temporal and spatial scale in the low salinity zone of the estuary, (2) Utilize the above information to determine if long-term monitoring programs are adequately characterizing zooplankton abundances and distributions at a scale relevant to feeding by delta smelt, and (3) Assess the information about the value of shallow and deep habitats to understand how to promote future restoration designs. (Refer to the Notice of Intent to Award Announcement No. R13AS20015 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
