There is no Full Announcement associated with this synopsis, as this is a NOTICE OF INTENT TO AWARD a grant agreement to the State of Rhode Island, in accordance with 505 DM 2, based on the States unique qualifications, as they have an ongoing contract to perform this type of work, at this location, and are willing to expand their current scope to cover this project. Hurricane Sandy caused substantial damage to the only road accessing the Sachuest Point National Wildlife Refuge. Sachuest Point Road is owned in part by the State of Rhode Island Department of Transportation (RIDOT) and the U.S. Fish and Wildlife Service. The State has developed the road reconstruction design (approved by the Service) and have acquired subcontractors to complete the work on all ownerships. It makes sense to have RIDOT complete the work on this road because they are part owners of the road, they have designed the repairs, and they already have the equipment and inspectors on site. Using RIDOT benefits the government in the speed of emergency repairs, consistency of work, and less mobilization costs. Repair the Sachuest Point Road in Middletown, Newport County, Rhode Island to specifications designed by the State of Rhode Island, Department of Transportation. Remove rubble from road and place along 1,800' of the Sachuest Point landfill cap for armoring according to specifications. Create armoring with large riprap along 2,400' of road on the Sachuest Bay side of road; Remove existing asphalt, regrade, repair, and replace underlayment, repave and paint to State standards 2,400' of two lane road surface.
