Award Procedure
PHMSA will conduct an initial administrative review of each completed application to determine if it is complete and meets eligibility requirements. All applications that pass the administrative review will be scored based on the selection criteria. PHMSA may award one or more Technology Development Grant(s) based on the quality of the proposals received and evaluated.

How are proposals selected?
PHMSA will evaluate applications on based on the three criteria below. All three criteria are weighted equally.
(1) The overall quality of the proposal to enhance the prominence of underground facility construction design, management, and emerging technologies that will facilitate the prevention of pipeline damage caused by demolition, excavation, tunneling or construction activities.
(2) The potential of the proposal to reduce the risk of excavation damage to pipelines.
(3) The potential for the emerging technology to be commercialized and applied to addressing real-world damage prevention concerns.
How may assistance be used?
The grant program is intended to allow non-profit organizations to obtain funding for technical assistance to improve knowledge of safe underground facility construction techniques and emerging technologies available to detect, locate and avoid existing underground facilities. Funds provided through Technology Development Grants may not be used for lobbying or in direct support of litigation. Technology Development Grants may not be used for lobbying or in direct support of litigation.
What are the requirements after being awarded this opportunity?
Reporting
Each grant recipient will be required to provide a report to PHMSA demonstrating completion of the work as outlined in the grant agreement. Further, each recipient of a grant must ensure that:
1. The technical findings made possible by the grants are made available to the relevant operators; and
2. Open communication is maintained between the grant recipients, local operators, local communities and other interested parties. SF-425. Progress reports are not applicable. SF-425. No performance monitoring is required.
Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Grant recipients must maintain: (a) documentation supporting the cost incurred under the grant, and (b) information regarding any sub-awards made using grant funds.
