Support of Civil Registration and Vital Statistics in Malawi through the National Registration Bureau under the President's Emergency Plan for AIDS Relief (PEPFAR)

The purpose of this funding opportunity announcement (FOA) is to build upon civil registration and vital statistics (CRVS), which is based on international standards, and being implemented in three Districts located in the Northern, Central and Southern regions of Malawi. The 3 District demonstration project was supported by funding from the Office of the U.S. Global AIDS Coordinator (OGAC) under a Strategic Information Central Initiative. Under this initiative, the project targeted 3 Districts, and the National level, for the following baseline achievements: (1) National and District rapid assessments, (2) a National strategic plan, (3) trainings and capacity development, and (4) process and tool improvements. Building upon this baseline work, the FOA aims to strengthen the 3 District demonstration and further scale operations to 15 new Districts over a 5-year period. Achieving scale requires sustaining existing activities and introducing new ones aimed at strengthening MalawiÂ’s CRVS organizational and governance infrastructure; improving facility and community based civil registration, vital statistics production using an electronic system; and advancing systems-wide advocacy and key partner collaborations. The expected outcomes of this FOA are: improved sustainability of CRVS operations, increased birth and death registrations, and the timely reporting and use of vital statistics.
