The purpose of this funding opportunity announcement (FOA) in Zambia is to further strengthen the capacity of the Ministry of Health to provide leadership to the National HIV/AIDS Response through coordination, policy development, mentorship and training and quality improvement and assurance in the following program areas: health systems strengthening (laboratory services and FETP), adult and pediatric care and treatment, PMTCT, and strategic information.

Applicant Eligibility
The Zambia Ministry of Health (MOH) is the only organization that has the mandate from the Government of the Republic of Zambia (GRZ) to coordinate and implement the national public health response in Zambia. The MOH is the governmental body that sets the standards and protocols involving health care. MOH has worked with CDC Zambia for the past ten years and developed a working relationship that involves intensive capacity building and strengthening. The MOH is responsible for setting national health policy priorities and strategic plans, monitoring and evaluating health care delivery, and coordinating the GRZ's response to public health situations. The MOH oversees a network of district and provincial level health offices and management teams and has quality assurance, referral, surveillance, and evaluation systems already in place. Under the Ministry of Health within the MOH are Service Delivery Statutory Bodies and Health, Directorate of Clinical Care, Directorate of Policy and Planning, and Directorate of Human Resources and Administration. This structure enables the MOH to address the health issues of HIV, STIs, and TB at all levels of the health care system and with the appropriate technical expertise. Since 2004, the Zambia MOH has had two prior sole source cooperative agreements with CDC.
