Strengthening the Healthcare System of Vietnam through Capacity Building, Policy Development and Quality Improvement of Laboratory and Clinical Services under the President's Emergency Plan for AIDS Relief (PEPFAR)
The purpose of this funding opportunity announcement (FOA) in Vietnam is to ensure provision of high-quality clinical services for people living with HIV and strengthen Government of Vietnam’s ability to respond to the national HIV/AIDS epidemic, as well as other infectious diseases and public health conditions. Key objectives include: • To integrate HIV QI indicators and activities into the hospital-wide general QI program • Strengthen laboratory and clinical quality management and improvement systems within the curative (e.g. hospital-based) system, including for hospital-based HIV services; • Support development of guidelines and technical standards for diagnosis, care and treatment for hepatitis, as an important co-morbidity among HIV patients.

The Vietnam Administration of Medical Services (VAMS) is a department within the Ministry of Health of the Socialist Republic of Vietnam (MOH). The MOH has recently promulgated a Decision no. 458/MOH dated February 8, 2014 redefining VAMS's roles, functions and tasks. The Decision has again positioned VAMS as the highest body under MOH to perform the following responsibilities in coordinating, monitoring and overseeing implementation of medical examination and treatment in the country: • Lead or coordinate the formulation and modification of legal documents, policies, strategies, national standards, technical guidelines in medical examination and treatment; • Direct and guide the implementation of the above legal documents in health facilities at all levels. • Inspect and oversee the health facilities to ensure the accountability of the healthcare services. • Organize training to improve capacity in hospital quality management.
