Strengthening the Capacity of Faith-based organizations (FBOs) and Faith-Based Health Systems to Sustain the Role of FBOs in a Coordinated Response to HIV/AIDS
The PresidentÂ’s Plan for Emergency AIDS Relief (PEPFAR) has made country ownership and sustainability key priorities for implementing the PEPFAR Blueprint . In order to achieve this, PEPFAR programs will need to identify all available resources at the country level. While faith-based organizations (FBOs) have been essential partners with PEPFAR in providing a substantial proportion of HIV prevention, treatment, and support services, their distinctive resources must be fully maximized at local, regional, and national levels. Due to limited capacity, the full range of key HIV services are not accessible to the population-at-large, including vulnerable and marginalized communities; however, these barriers to accessibility are not simply due to limited capacity. Social-structural and cultural factors also present barriers to the full implementation of the PEPFAR Blueprint. Faith-based organizations and faith-based health systems offer distinctive resources for addressing those barriers and must be key collaborators with PEPFAR and in-country partners. This funding opportunity announcement (FOA) supports the integration of FBOs into PEPFARÂ’s efforts to meet the objectives spelled out in the Blueprint by building their capacity and by strengthening multi-sectoral collaboration in support of evidence-based public health responses to HIV.
