Strengthening Mobility and Revolutionizing Transportation (SMART) funds for fiscal years (FY) 2022-2026 are to be awarded on a competitive basis to conduct demonstration projects focused on advanced smart city or community technologies and systems to improve transportation efficiency and safety.

Fiscal Year 2022 USDOT received a total of 392 application submissions to the FY22 SMART Grants Program. The average amount of funding requested was $1,541,154. A total of 59 projects were selected under the FY22 Stage 1 funding opportunity cut across technology areas and represent various project types. The SMART program is in the process of obligating funds to selected recipients.

SMART projects are to be awarded on a competitive basis to projects that meet statutory requirements. All projects funded are anticipated to have a grant agreement finalized within twelve months after awards have been announced.

Projects funded by the SMART Grants Program use advanced data, technology, and applications to provide significant benefits to a local area, a State, a region, or the United States. The SMART Grants Program defines these benefits to include the following areas identified in BIL. Safety, reliability, and resiliency: Improve the safety of systems for pedestrians, bicyclists, and the broader traveling public. Increase the reliability and resiliency of the transportation system. Improve emergency response. Equity and access: Connect or expand access for underserved or disadvantaged populations. Improve access to jobs, education, and essential services. Climate: Reduce congestion and/or pollution. Improve energy efficiency. Partnerships: Contribute to economic competitiveness and incentivize private sector investments or partnerships, including technical and financial commitments on the proposed solution. Demonstrate committed leadership and capacity from the applicant, partners, and community. Integration: Improve integration of systems and promote connectivity of infrastructure, connected vehicles, pedestrians, bicyclists, and the broader traveling public.

In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503 The program follows 2 CFR 200 audit requirements.
