Strengthening HIV/TB Laboratory Quality Management Systems and Services in the Kingdom of Swaziland under the President¿s Emergency Plan for AIDS Relief (PEPFAR)
Improving access to quality-assured laboratory services is an essential aspect of the Government of the Kingdom of Swaziland (GKOS) and PEPFARÂ’s response to the HIV and TB epidemics. Since 2009, PEPFAR has worked with the Swaziland Health Laboratory Services (SHLS) to support the expansion of Quality Management Systems (QMS) to all laboratories in the country. While important progress has been made, including towards implementation of a laboratory information system, no laboratory has yet achieved accreditation based on international standards. In addition, the SHLS lacks a standardized handbook defining the types of lab services that patients should expect to access at different levels of the health system. Such a handbook is essential to set expectations and measure progress towards decentralization.

Under PEPFAR, a “local partner” may be an individual or sole proprietorship, an entity, or a joint venture or other arrangement.
