Strengthen the Capacity of the Republic of Mali¿s National Institute for Public Health Research (INRSP) to Implement Laboratory-Based Activities and Research in Support of STI/HIV Prevention and Care Services under the President¿s Emergency Plan for

 

The purpose of this funding opportunity announcement (FOA) is to provide technical assistance (TA) to the Government of Mali's National Institute of Public Health Research (INRSP) in their effort to implement laboratory-based activities including quality control of laboratory services; revision of the National STI-HIV algorithm for the country; prepare for the process of laboratory accreditation in Mali; conduct, in collaboration with appropriate MOH partners, a feasibility study of utilizing PMTCT routine data for ANC surveillance; develop human resources capacity via appropriate trainings and sponsorship to international scientific conferences, symposiums, etc.; and public health research in support of national HIV-STI prevention and care efforts under PEPFAR.

Applicant Eligibility
The National Institute for Public Health Research (INRSP) is the only national institute within the Government of Mali that has been established for the purpose of conducting clinical and biological public health research. Since its creation in 1981, the INRSP has had a long history as a national laboratory with well-established relations with local, regional, and international laboratories. The INRSP has the unique ability, responsibility, and experience to work with decentralized health centers throughout Mali; to further develop the capacity of these centers by sustaining them with training and supervision on a regional and national scale. Additionally, since 1996 the INRSP has had a long history of collaboration with various divisions at the CDC, such as the STD Division, the Meningitis Division, the Neglected Tropical Diseases Division, Malaria Division, in addition to the Division of DGHA under PEPFAR. The INRSP is also a current partner of the Government of Mali National HIV-AIDS Control Program (CSLS/MS) in implementing laboratory based STI-HIV-AIDS surveillance activities. Due to these factors, the INRSP is uniquely qualified to receive this award.
