Applicant must reside within the State of Colorado with satisfactory plans and intentions to implement minority science and engineering projects within the State of Colorado.

Pre-Application Procedure
There is no preapplication process for this program. A formal solicitation requesting competitive applications and proposals will be published in the Federal Register each year. The solicitation will set forth application requirements. This program is excluded from coverage under E.O. 12372.
Application Procedure
A formal application will be submitted by the applicant as required by the annual solicitation, which will be advertised in the Federal Register. Only applications from Colorado based organizations will be accepted.
Award Procedure
Applications will be reviewed by a panel composed of DOE Rocky Flats Environmental Technology Site representatives. Successful proposals will be selected based upon the evaluation criteria set forth in the solicitation.

Financial assistance is provided in support of the objectives of the program. Restrictions on the use of funds depend on the provisions of the specific financial agreement and limited solely to projects for Native Americans, African Americans, Hispanic Americans, Asian-Pacific Americans, women and disabled Americans within the State of Colorado.
What are the requirements after being awarded this opportunity?
Reporting
The financial assistance agreement will contain a "Federal Assistance Reporting Checklist" (DOE F 4600.2) that specifies both technical and financial reports to be submitted by the recipient. Requirements, frequency, and distribution will be stated on the checklist.
Auditing
Audits will be conducted to ensure that funding is properly used. Audits will be performed at appropriate intervals depending on the duration of the project.
Records
Recipient is expected to maintain auditable records to substantiate the total costs incurred under the financial assistance agreement.

Examples of Funded Projects
Increase the number of Native American High School students interest in careers in the areas of math, science, engineering and technology. To assist Hispanic and other diverse communities to develop partnerships with public and private entities for the purpose of providing communities with business, employment, training and educational opportunities. To support two one- week Summer Environmental Camps for urban native American youths ages 10-15 years. Enhance the opportunities for public school's special education students to obtain employment in entry level technology with a supply of Coloradoan Native American, African American, Hispanic American, Asian-Pacific American, women and disabled American professionals who are creative, and have the aptitude for science and technology.
