What is the process for applying and being award this assistance?
Pre-Application Procedure

How may assistance be used?
Grantees may use program funds to assist high-need local educational agencies in recruiting and training principals (including assistant principals) through such activities as: (1) providing financial incentives to aspiring new principals; (2) providing stipends to principals who mentor new principals; (3) carrying out professional development programs in instructional leadership and management; and (4) providing incentives that are appropriate for teachers or individuals from other fields who want to become principals and that are effective in retaining new principals.
What are the requirements after being awarded this opportunity?
Reporting
Annual performance reports must be submitted for each budget period in order to receive continuation awards. Final performance reports are due 90 days after expiration or termination of the award. Auditing
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. In accordance with the provisions of 2 CFR 200, Subpart F – Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
Records
SEAs, LEAs, and non-profit organizations must maintain program records for 3 years from the date those agencies submit to the awarding agency its single or last expenditure report for the period for which it received the funds. A longer retention period is required under specified conditions.
