SBIR/STTR FY 2013 Phase II Release 3

 

The Department of Energy (DOE) invites currently active DOE SBIR or STTR Phase I grantees with grants resulting from Funding Opportunity Announcement (FOA) DE-FOA-0000715 and had a November 15, 2012 grant start date. Those SBIR or STTR Phase I grantees with a February 19, 2013 start date are not eligible to apply to this FOA and must wait to submit a Phase II application with the FY 2014 Phase II Release 1 FOA in December 2013. The purpose of Phase II is to perform the research and development (R&D) required to meet the DOE objectives stated in the topic and subtopic of the Phase I FOA. In addition, it is intended that the small business grantee would be in a position to pursue commercial applications of the R&D at the end of Phase II. In many cases, Phase II results in a prototype, product, or a working process that can be demonstrated to a potential investor or customer (either in the private sector or in the Federal government, including the DOE). Only currently active DOE SBIR or STTR Phase I grantees with grants resulting from Funding Opportunity Announcement (FOA) DE-FOA-0000715 and had a November 15, 2012 grant start date are eligible to apply to the DOE Phase II FOA. Those SBIR or STTR Phase I grantees with a February 19, 2013 start date are not eligible to apply to this FOA and must wait to submit a Phase II application with the FY 2014 Phase II Release 1 FOA in December 2013. Only United States small business concerns (SBCs) are eligible to submit SBIR applications. Joint ventures, as defined in "Appendices/Reference Material," may apply, provided the entity created also qualifies as a small business. A small business concern is one that, at the time of award for both Phase I and Phase II SBIR/STTR awards, meets all of the criteria listed on page 12 of the FOA document:
