Rule of Law Training Modules for Prosecutors and Judges

 

The Office of Criminal Justice Assistance and Partnership (CAP) provides support and guidance to INL program offices as well as others within the Department of State in their efforts to develop transparent, accessible and accountable criminal justice systems. Specifically, CAP has subject matter experts in law enforcement, justice, and corrections. These experts assist INL offices by conducting assessments, assisting with program design, conducting internal training activities, developing sector-specific strategies, and identifying U.S. experts who can serve as trainers and mentors in INL programs. CAP undertakes outreach efforts to federal, state, and local criminal justice actors in order to develop a broad cadre of experts who can assist INL in its reform efforts. Currently, CAP has over 70 formal and informal partnerships with federal, state and local criminal justice agencies across the United States. These partner agencies often provide personnel who train, advise, and mentor host country partners as part of INLâÂÂÂ₏™s foreign assistance programs. As CAPâÂÂÂ₏™s partnerships increase, there is a need to develop standard training materials so there is continuity and consistency in the information being provided to foreign partners. Since each country context is unique, CAP seeks general materials that will serve as training templates, which will then be modified to fit the specific context and needs of the country. Based on the training and information requests that INL is receiving from host nation counterparts, CAP would like to develop distinct and specific training materials for prosecutors and judges. For the prosecutors, the materials will focus on successful prosecution of homicide and domestic violence cases. For the judges, the materials should focus on the use of scientific and DNA evidence as well as the role of a judge in the adversarial trial process.
