The purpose of this RFI is to solicit feedback from utilities (investor-owned, municipal, and electric cooperative), the solar industry, academia, research laboratories, government agencies, and other stakeholders on issues related to the net valuation of solar photovoltaics (PV) and innovative cost-effective distributed solar PV deployment models. EERE is specifically interested in information on the net benefits and costs of the electricity and services distributed solar PV provides (both internal and external to the transaction), including the benefits and costs distributed solar PV delivers to and receives from the electric grid. EERE is also interested in information on emerging solar deployment models (e.g., alternative regulatory designs, shared and community solar), which can help expand access to distributed solar PV generation and grow market-based opportunities for solar deployment. This is solely a request for information and not a Funding Opportunity Announcement (FOA). EERE is not accepting applications. The purpose of this Request for Information (RFI) is to gather feedback from stakeholders prior to DOE potentially issuing a Funding Opportunity Announcement (FOA). This RFI is not a FOA; therefore, DOE is not accepting applications at this time. All responses to this RFI must be provided as an attachment (in Microsoft Word format) to an e-mail message addressed to NetValueSolarRFI@go.doe.gov.
