The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to The California Department of Parks and Recreation (DPR) under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.512, and P.L. 102-575, Section 2802; and P.L. 89-161, Section 3a. Estimated total amount of agreement is $561,802 with Reclamation providing $280,901 in Fiscal Year 2014. The purpose of this agreement is to provide guidance regarding development of facilities, management of various recreation uses, and identifying and providing direction regarding the protection of cultural resources. Through a core planning team of agency staff from both DPR and Reclamation, the resulting RMP/GP will provide goals and guidelines related to the protection and management of wildlife, public use, and public safety, as well as efficient management of the Auburn SRA. As a programmatic document, it will define the purpose, vision, and intent for park unit management through goal statements, guidelines and broad objectives, but will stop short of defining specific objectives, methodologies and designs on how to accomplish these goals. The plan will guide day-to-day decision-making and serve as the basis for developing focused management plans and site-specific projects to implement the general plan/interim resource management plan goals. A Determination by the Government not to compete this proposed financial assistance agreement based upon Departmental Manual 505 DM 2, paragraph 2.14 (B)(2) & (4) is solely within the discretion of the Government.
