The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to Tehama Colusa Canal Authority (TCCA) under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.533, Central Valley Project Improvement Act, Public Law 102-575, Section 3406(b)(10). Estimated total amount of agreement is $300,000.00 with Reclamation providing $300,000.00 in Fiscal Year 2016. The purpose of this project is to support the Operations and Maintenance of the new Pumping Plant a modern O and M Facility is needed. TCCA has proposed constructing the facility through a Cooperative Agreement and the Commissioner of Reclamation concurred. The Commissioner also set a maximum participation ceiling for Reclamation of $300,000.00. This cooperative agreement would be the last significant action on the overall Red Bluff Fish Passage Improvement Project (Red Bluff FPIP). (Refer to the Notice of Intent to Award Announcement No. R16AN20008 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
