Provision of Comprehensive HIV/AIDS, STI and TB Services Including Prevention, Care, Support and Treatment to Prisoners and Staff of the Prisons Service in the Republic of Uganda under the President's Emergency Plan for AIDS Relief

 

Due to the high HIV prevalence in the prisons and limited access to comprehensive HIV services among the prisoners and prison staff, the purpose of this FOA is to support and strengthen the delivery of evidence-based comprehensive HIV/AIDS prevention, care, treatment, and support services to the prisoners and prison staff of the Uganda Prisons Service (UPS). This is in line with the CDC program goal of supporting Uganda to achieve an AIDS Free Generation through universal coverage (> 80%) of combination prevention interventions in a way that is accountable, engenders country ownership, and builds national capacity. The program objectives aligned with this FOA include: • Contribute to the Ministry of Health strategic goal to reduce the national HIV incidence rate by 40% within 5 years through scaling-up evidence-based, effective, combination prevention interventions that reflect the nature of the epidemic. • Contribute to the Ministry of Health strategic goal to increase Anti-Retroviral Therapy coverage among eligible persons from 44% to 80% by 2016. • Support the MOH in increasing coverage of HIV care (including Tuberculosis and other opportunistic infections) among HIV-infected persons from 54% to 80%.

Office: CENTERS FOR DISEASE CONTROL Cooperative Agreement 1 The Uganda Prisons Services (UPS) is a department of the Uganda Ministry of Internal affairs and by legal mandate is solely responsible for providing effective custodial and correctional services for prisoners in the republic of Uganda. UPS policy articulates that as part of its continuing commitment to effective rehabilitation and social integration of offenders, the UPS shall provide quality preventive and remedial medical services to those in its care. UPS administers 233 government prisons which are located throughout the country in 14 administrative regions. UPS has the authority to permit or deny access to prisons and prisoners. The legal mandate of the UPS and its associated responsibilities render UPS as the only feasible partner with the regard to the provision of HIV prevention, care and treatment services among prisoners and prison staff in Uganda, in line with the purpose of this FOA.
