Reclamation plans to enter into a Cooperative Agreement with the Chelan Douglas Land Trust (CDLT) to partner with Reclamation on implementing habitat improvement projects in the Middle Entiat. CDLT is in a unique position because approximately 75% of the private lands will be affected by the 6 projects are owned, or are in negotiations to be owned, by the CDLT. As a non-profit, CDLT is only able to partner on projects on their lands, working through landowner agreements, ensuring that the projects are consistent with the conditions set on those lands through previous agreements, dealing with risk and liability, etc. These types of reviews are typically reimbursed to landowners (WSDOT, BNSF, USFS, etc) through the project sponsor or other agreements, but since CDLT lands are so prevalent, Reclamation has decided to deal directly with them instead of through multiple sponsors. This will be more efficient and ensured that all projects are subject to consistent expectations of CDLT.
