Perkins County Rural Water System

 

Financial assistance agreements are awarded to the Perkins County Rural Water System, Inc. for the planning and construction of the water supply system, and repairs to existing public water distribution systems to ensure conservation of the resources and to make the systems functional under the new water supply system. For Recovery Act funded projects and in addition to the program objectives stated above, Section 3 of the Act states the following objectives: (1) To preserve and create jobs and promote economic recovery; (2) To assist those most impacted by the recession; (3) To provide investments needed to increase economic efficiency by spurring technological advances in science and health; (4) To invest in transportation, environmental protection and other infrastructure that will provide long-term economic benefits; and (5) To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases.

Pre-Application Procedure

Environmental compliance for this program may be required depending on the scope of the specific project funded. This may result in the need for an environmental impact assessment or environmental impact statement prior to the commencement of project activities.

For Recovery Act: Submission of request and application packet in accordance with ARRA P.L. 111-5 and 2 CFR 176. An environmental impact statement is required for this program. An environmental impact assessment is required for this program. This program is excluded from coverage under E.O. 12372.
Application Procedure
OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. At the present time, program funding is limited to amendments to the existing project agreement. Amendments to incorporate annual work plans and budgets are negotiated annually with Perkins County Rural Water System, Inc.
Award Procedure
Once the parties agree with their respective annual scopes of work and budgets, the Bureau of Reclamation's Great Plains Region finalizes the modifications.

Funding is available until all currently appropriated funds have been expended for this program. Additional funding for the program is at the discretion of Congress. Any request for a time extension must be in writing in accordance with the provisions stated in the agreement.
How are proposals selected?
The scopes of work must address and be responsive to the authorizing legislation, the final engineering report and the appropriation ceiling.

For Recovery Act projects: The purposes are among others, to quickly and prudently commence activities that preserve and create jobs and to promote economic recovery, and to invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits. To meet these purposes, Reclamation will allocate funds based on the criteria set forth in the Recovery Act and the accompanying conference report, and will target activities that quickly infuse money into the economy.
How may assistance be used?
Construction of a rural water supply system that will serve the members of the Perkins County Rural Water System, Inc. in Perkins County, South Dakota. At the present time, no new project awards are being made under this authority. Funding is only available for continuation of existing agreements.

What are the requirements after being awarded this opportunity?
Reporting
Quarterly Program Performance Reports and upon completion of the agreement recipients shall submit a final Program Performance Report, and other specific reports that may be applicable to the agreement such as property inventories, and patent and invention disclosures. For Recovery Act: For Recovery Act projects, quarterly online reporting is required by the 10th of the month following each quarter end, in accordance with ARRA Public Law 111-5, Section 1512 and related regulations at 2 CFR 176, Subpart A. Cash reports are not applicable. Progress reports are not applicable. Quarterly and final Federal Financial Reports SF-425. Performance monitoring is not applicable.
Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. For Recovery Act: 2 CFR 176, Subpart D - Single Audit Information for Recipients of Recovery Act Funds and specific ARRA information in OMB Circular A-133. Separate tracking of ARRA funds. Separately identify the expenditures for Federal awards under the Recovery Act on the Schedule of Expenditures of Federal Awards (SEFA) and the Data Collection Form (SF-SAC). Identify ARRA titles by inclusion of the prefix "ARRA-" in identifying the name of the Federal program on the SEFA and SF-SAC.
Records
State, local and Indian Tribal governments shall maintain project records in accordance with 43 CFR 12.82. All other recipients shall maintain project records in accordance with 43 CFR 12.953.
