The Families First Coronavirus Response Act of 2020 (PL 116–127), as amended by the Continuing Appropriations Act, 2021 and Other Extensions Act (PL 116-159), the Consolidated Appropriations Act, 2021 (PL 116-260), the American Rescue Plan Act of 2021 (PL 117-2), and the Consolidated Appropriations Act 2023 (PL 117-328) provides the Secretary of Agriculture authority to approve state agency plans to administer P-EBT. Unless authorized by Federal legislation, outlays charged to other Federal grants or to Federal contracts may not be considered as State agency costs. Submission of claims for payments of administrative costs shall be in accordance with submitted State plan. Performance Reports: Quarterly financial status report. Not applicable. Financial records, supporting documents, statistical records, and all records pertinent to a grant program shall be retained for a period of 3 years.
