OVC FY 14 Vision 21: Linking Systems of Care for Children and Youth State Demonstration Project

 

OVC will make up to two awards of up to $500,000 each to state-level demonstration sites to develop a consistent, coordinated response to child and youth victims and their families and caregivers that addresses the presenting issues and full range of victim needs. The project will be conducted in two phases. This solicitation is for Phase 1 funding only. During the Phase 1 planning process, participating states will work with a network of stakeholders to review the existing policies and protocols of the partnering agencies to identify strengths and gaps in services. Those applying are urged to begin in advance of the May 21, 2014, deadline.

Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Applicants are limited to state agencies, public agencies, and federally recognized tribal governments (as determined by the Secretary of the Interior). Units of government may partner as co-applicants, when necessary, to achieve the goals of this solicitation; however, a lead agency must be identified. Lead applicants must partner with a collaborative body that includes representatives of state government, victim services, law enforcement, health services (physical, mental, and behavioral), juvenile justice, courts, educators, and other state, tribal, and local entities. Partners should collectively have expertise in victim services (including victim compensation), child and youth victimization, child welfare, juvenile justice, law enforcement, mental health, and other key components identified by the applicant. OVC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and the availability of appropriations.
