Organization of American States Programs
Funds shall be for Organization of American States development assistance programs; building of Democracy and restoration of Peace; and Congress reaffirms its support for the work of the Inter-American Commission on Human Rights. To permit such and to fulfill its function of insuring observance and respect for human rights within this hemisphere funds shall be used for budgetary support for the Inter-American Commission on Human Rights.

Within the total provided under this heading, $4,000,000 is for programs to strengthen democracy, $500,000 is for development assistance programs, and $4,500,000 is for programs to promote and protect human rights, of which not less than $500,000 is for the Office of the Special Rapporteur for Freedom of Expression.
