The fiscal year 2015 Second Chance Act Strengthening Relationships Between Young Fathers and Their Children: A Reentry Mentoring Project helps ensure that the transition young fathers make from secure confinement facilities and out-of-home placement back to their families and their communities is successful and promotes public safety. This solicitation will fund mentoring and comprehensive transitional services that emphasize development of parenting skills in offenders who are young fathers. This program is authorized pursuant to Section 211 of the Second Chance Act, Pub. L. No. 110-199.

Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Eligible applicants are limited to nonprofit organizations (including faith-based, tribal, and community nonprofit organizations) and federally recognized Indian tribes. Applicants must submit letters of support or memoranda of understanding with juvenile justice or adult correctional agencies that oversee the reentry process for young fathers (younger than 25 years old). Applicants may choose to partner with other community-based agencies to provide some reentry services, including the mentoring component. However, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire project. OJJDP will consider only one application per lead applicant; however, subrecipients may be part of multiple proposals. OJJDP may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
