There is no "full announcement" associated with this opportunity, as this is a Notice of Intent to award a grant agreement directly to the Town of Chatham, MA, in accordance with 505 DM 2.14 B (4). The town is the owner of the property in which the work will take place on. The purpose of this Grant of federal assistance is to transfer funding to the Chatham Department of Public Works help improve parking, public safety, and relieve seasonal traffic congestion on Morris Island Road a Town road across Town-owned lands. Morris Island Road is the primary access route to the Monomoy National Wildlife Refuge. To accomplish this goal, Recipient intends to complete designs and permitting and re-location of existing parallel parking off of the existing driving surface to a widened and stabilized roadway shoulder in accord with state design standards. These actions will help provide safe access to the refuge. Work is all being completed on a Town road and adjacent Town-owned lands within the RecipientÂ’s jurisdiction. This project improves shoulder parking along the road that currently presents a driving and pedestrian hazard. By using TownÂ’s design, contracting and construction programs on a Town road and lands, the Service will pay less for the project then what the costs would be if we were to award a construction project.
