THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE, AS this is a Notice of Intent to award in accordance with 505 DM 2, 2.14 B (4) a Cooperative Agreement between the U.S. Fish and Wildlife Service and American Bird Conservancy (ABC) for the purpose of continuing support for the bird habitat conservation work of the Atlantic Coast Joint Venture (ACJV) staff and partners, which includes project implementation through various federal habitat grants programs, biological planning, conservation design, monitoring and research. Many of these needs require geographic information systems (GIS) expertise and database management. ACJV requires full-time support by a GIS expert and database manager. ACJV staff will assign and direct projects and activities that support our partnership and its bird habitat conservation work. ABC is uniquely qualified to accomplish these tasks and have many years of experience supporting bird habitat joint venture staff, across the country, and providing staff with expert GIS and database knowledge. The activities funded via the cooperative agreement are a continuation of ongoing GIS and database support that ABC has been providing for the ACJV since 2011, and scheduled to continue until the end of 2014, as described in the cooperative agreement. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on, technical expertise. Substantial involvement on the part of the USFWS is anticipated for the successful completion of the objectives to be funded. In particular, the USFWS will be responsible for project direction, and collaborating on development of work products. In accordance with 505 DM 2.9 B the Service will be substantially involved.
