The DOL Office of Procurement Services (OPS) is seeking to award a sole source Cooperative Agreement to Tulane University, Payson Center for International Development, 6823 St. Charles Avenue, New Orleans, LA 70118. The funding will allow Tulane University to conduct nationally representative child labor surveys in cocoa-growing regions during the 2013/14 growing seasons in Cote d'Ivoire and Ghana. Tulane previously conducted nationally representative child labor surveys of cocoa growing regions in Cote d'Ivoire and Ghana during the 2008/09 growing seasons, and the data from the 2008/09 survey will serve as the baseline estimate for comparing changes in the prevalence of child labor to be measured in the proposed 2013/14 survey. Tulane is uniquely qualified to carry out the new surveys in a manner that will ensure consistency with the 2008/09 survey.
