The Recipient will also develop interactive signage to promote this and other transportation projects at the Minneapolis-St. Paul International Airport. NATIONAL PARK SERVICE INVOLVEMENT NPS is involved with the Recipient in describing the goals, jointly developing the scope and the activities to be accomplished. This must be combined with other substantial involvement, such as providing technical assistance or any of the statements listed below, that goes beyond Federal stewardship responsibilities. NPS did not solicit full and open competition for this award based the following criteria: (4) Unique Qualifications â₏“ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications. The recipient is uniquely qualified to work with multiple park partners and landowners to develop and implement public access and alternative transportation projects in MISS including a pilot canoe bike share project and interactive signage at the Minneapolis St. Paul International Airport. The recipient will also be actively helping to secure additional private project funds for this and other projects to be implemented in time for the NPS Centennial celebration at MISS.
