THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. This is a Notice of Intent to Award a Grant Agreement, in accordance with DM 2, 2.14B(4), between The U.S. Fish and Wildlife Service (Service) and The Ducks Unlimited, under authority of CFDA 15.623 and under the authority of Section 1 of the Fish and Wildlife Coordination Act (48 Stat/401, as amended; 16 U.S.C. 661, et seq.) and Section 7 of the Fish and Wildlife Act of 1956, 16 U.S.C. 742(a)(4). Tennessee Partners Project is a cooperative effort between private landowners, Ducks Unlimited, Inc. (DU), U.S. Fish and Wildlife Service (FWS), Tennessee Wildlife Resources Agency, USDA Natural Resources Conservation Service, Tennessee Department of Agriculture, Chickasaw-Shiloh RC&D Council, and University of Tennessee Agricultural Extension Service. The programÂ’s purpose is to assist with enhancement, restoration, and management of wetland habitat for waterfowl and other wildlife on private lands in western Tennessee. The partners contribute either cash, in-kind, and/or technical assistance to the project. Efforts of the Tennessee Partners Project further the goals and objectives of the Lower Mississippi Valley Joint Venture, the North American Waterfowl Management Plan, and the Ducks Unlimited Conservation Plan. The activity to be funded is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity. Ducks Unlimited, Inc., has been the lead agency in delivering the Tennessee Partners Project since 1993, during which time more than 20,080 acres of shallow-water habitat have been enhanced/developed on private lands for use by migrating and wintering waterfowl, shorebirds, and other wildlife in western Tennessee, and more than 68,595 acres have received technical assistance. Through a Memorandum of Understanding, other partnering agencies in the Tennessee Partners Project, besides Ducks Unlimited, Inc., and the U.S. Fish and Wildlife Service, include the Tennessee Wildlife Resources Agency, USDA Natural Resources Conservation Service, Tennessee Department of Agriculture, Chickasaw-Shiloh RC&D Council, and University of Tennessee Agricultural Extension Service. Efforts of the Tennessee Partners Project further the goals and objectives of the Lower Mississippi Valley Joint Venture, the North American Waterfowl Management Plan, and the Ducks Unlimited Conservation Plan. Period of performance is from date of the award to June 30, 2017. The Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2, paragraph 2.14 (B) (4) , which allows for award to a applicant who is uniquely qualified to perform the activity based on technical expertise. Substantial involvement on part of the Service is anticipated for the successful completion of the objectives to be funded. A determination by the Government not to compete this proposed assistance is solely within the discretion of the awarding agency. This Notice of Intent is NOT a request for competitive proposals.
