Needs Assessment and Outcome-based Evaluation of Transitional Justice Programs
The purpose of this award is to conduct an analytical review of transitional justice programs in post-conflict countries and countries that have undertaken democratic transitions; develop a framework for programming around transitional justice mechanisms and processes based on literature and internationally accepted best practices; evaluate DRL-supported projects on transitional justice (TJ) and assess how those projects fit under this newly developed framework, including identifying strengths and gaps; and create an assessment tool and guidelines for best practices for donor-funded TJ programs to help DRL, other donors and implementers plan their programs focused on transitional justice issues.
