To provide housing assistance to low-income Native Hawaiian families who are eligible to reside on Hawaiian Home Lands.

In selecting projects to be funded, the recipient shall give priority to projects for which contracts can be awarded within 180 days from the date that funds are available to the recipient, and shall give priority to projects that will spur construction and rehabilitation and will create employment opportunities for low-income and unemployed persons. New construction, acquisition, rehabilitation including energy efficiency and conservation, and infrastructure development. These funds may only be used for eligible activities that are consistent with the Department of Hawaiian Home Lands housing plan. Annual Performance reports to HUD. Cash reports are not applicable. In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Compliance with the Single Audit Act and OMB Circular A-133. Grant files are maintained by HUD for 1 year after grant closeout and destroyed 6 years after grant closeout pursuant to the HUD Records and Disposition Handbook. MOE requirements are not applicable to this program. The statute requires that funds allocated to DHHL be obligated within one year of the date that funds are available to the recipient; that 50 percent of such funds be expended within 2 years; and that 100 percent of such funds be expended within 3 years of such date.
