Program Accomplishments
Fiscal Year 2020 HRSA awards funding under the Native Hawaiian Health Care Improvement Act (NHHCIA) to Native Hawaiian organizations to raise the health status of Native Hawaiians to the highest possible level. In 2019, NHHCIA award recipients provided services to more than 8,700 patients.
Fiscal Year 2021 HRSA awards funding under the Native Hawaiian Health Care Improvement Act (NHHCIA) to Native Hawaiian organizations to raise the health status of Native Hawaiians to the highest possible level. In 2020, NHHCIA award recipients provided services to more than 7,000 patients in Native Hawaiian communities.

Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Eligible entities include Papa Ola Lokahi and the Native Hawaiian Health Care Systems (Systems). The Systems are: (1) organized under the laws of the State of Hawaii; (2) provide or arrange for health care services through practitioners licensed by the State of Hawaii, where licensure requirements are applicable; (3) are public or nonprofit private entities; (4) involve Native Hawaiian health practitioners significantly in the planning, management, monitoring, and evaluation of health care services; (5) are recognized by Papa Ola Lokahi (a consortium of Hawaiian and Native Hawaiian organizations) for the purpose of planning, conducting, or administering programs or portions of programs, authorized by this act for the benefit of Native Hawaiians; and (6) are certified by Papa Ola Lokahi as having the qualifications and the capacity to provide the services and meet the requirements of this Act for the benefit of Native Hawaiians.

Funding beyond the first year is dependent on the availability of appropriated funds for the NHHCIA in subsequent fiscal years, satisfactory recipient performance, and a decision that continued funding is in the best interest of the Federal Government.

Reporting
Performance Reports: Performance Monitoring includes review of annual progress and data reports and may include periodic site visits.
Auditing
In accordance with the provisions of 2 CFR Part 200, Subpart F - Audit Requirements, nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR Part 200.503.
Records
Award recipients are required to maintain grant accounting records 3 years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues that arise from it, or until the end of the regular 3-year period, whichever is later.

Formula and Matching Requirements
Statutory formula is not applicable to this assistance listing.
Matching is mandatory. Matching requirements are required for annual NHHCIA funding for all NHHCIA award recipients except POL, and is waived for American Rescue Plan – Funding for Native Hawaiian Health Care.
