In selecting projects to be funded, the recipient shall give priority to projects for which contracts can be awarded within 180 days from the date that funds are available to the recipient. Recipients are required to submit quarterly reports in accordance with Section 1512 of the Recovery Act. Cash reports are not applicable. Progress reports are not applicable. In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Grant files are maintained by HUD for 1 year after grant closeout and destroyed 6 years after grant closeout pursuant to the HUD Records and Disposition Handbook.
