National Fallen Firefighters Memorial
Build and sustain resilient systems, communities, and critical infrastructure and key resources lifelines so as to reduce their vulnerability to natural, technological, and human-caused incidents by lessening the likelihood, severity, and duration of the adverse consequences related to these incidents. 1. Achieve a measurable decrease in the long-term vulnerability of the Nation against current baselines amid a growing population base and expanding infrastructure base.
This will be accomplished by providing funding for the planning, directing and managing of the activities of the annual National Fallen Firefighters Memorial Program and identify, investigate, and report on all on-duty firefighter fatalities during 2013.

Award Procedure
Upon approval of an application, the grant will be awarded to the grant recipient. The date that this is done is the “award date.” Notification of award approval is made through the Non Disaster Grants (NDGrants.gov) system. Once an award has been approved, a notice is sent to the authorized grantee official. The authorized grantee official should carefully read the award and special condition documents. How are proposals selected?
The application will be reviewed and recommended for funding by the DHS/FEMA/USFA and is restricted to the National Fallen Firefighters Foundation (NFFF).
How may assistance be used?
DHS grant funds may only be used for the purpose set forth in the grant, and must be consistent with the statutory authority for the award. Grant funds may not be used for matching funds for other federal grants/cooperative agreements, lobbying, or intervention in federal regulatory or adjudicatory proceedings. In addition, federal funds may not be used to sue the federal government or any other government entity. Pre-award costs are allowable only with the written consent of DHS and included in the award agreement. United States Fire Administration funding appropriation is discretionary.
What are the requirements after being awarded this opportunity?
Reporting
Quarterly Performance Reports – a. The recipient shall submit quarterly performance reports within 30 days after the end of each period. Reports are due on July 30, October 30, January 30 and April 30. b. The report shall consist of a comparison of actual accomplishments to the approved project objectives. c. Copies of Performance Reports shall be submitted to the Grants Management Specialist and the PO listed under VII. Department of Homeland Security Contacts. d. The final performance report should provide a narrative on what the Recipient accomplished with the grant funds and any benefits derived. Recipients of FEMA grants awarded after October 1, 2009 will be required to submit a quarterly Federal Financial Report (FFR) in order to account for obligations and expenditures. The FFR, to be submitted using Standard Form (SF)-425, will be due on a quarterly basis within 30 days of the end of each calendar quarter. A report must be submitted for every quarter of the period of performance, including partial calendar quarters, as well as for periods where no grant activity occurs. Future awards and fund draw downs may be withheld if these reports are delinquent. The SF-425 is intended to provide Federal agencies and grant recipients with a standard format and consistent reporting requirements throughout the government. Please refer to program guidance. Auditing
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
