Market Facilitation Program

 

The Commodity Credit Corporation (CCC) is issuing new regulations to implement MFP. MFP provides assistance to producers with commodities that have been significantly impacted by actions of foreign governments resulting in the loss of traditional exports. The imposition of tariffs by other countries on U.S. agricultural products, among other actions, are disrupting marketing of agricultural commodities and are outside of the control of the agricultural producers who are being negatively impacted.

Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
A producer must be in compliance with highly erodible land conservation and wetland conservation provisions, commonly referred to as the conservation compliance provisions. Other eligibility requirements also apply A producer's average adjusted gross income may not exceed $900,000.

This program is excluded from coverage under 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Award Procedure
2018 MFP - A payment will be issued on the first 50 percent of the producer's total production of the commodity. MFP payments are capped per person or legal entity as follows: o A combined $125,000 for eligible crop commodities o A combined $125,000 for dairy production and hogs. o A combined $125,000 for fresh sweet cherries and shelled almonds. MFP payments do not count against other 2014 Farm Bill payment limitations. 2019 MFP - A payment will be issued based upon the following: on the producer's total reported 2019 planted acreage, not to exceed the producer's 2018 planted and prevented planted non-specialty crop acres; total acres of 2019 planted specialty crops; total production for dairy and/or number of hogs owned. MFP payments are capped per person or legal entity as follows: o A combined $250,000 for eligible crop commodities o A combined $250,000 for dairy production and hogs. o A combined $250,000 for specialty crops. MFP payments do not count against other 2014 Farm Bill payment limitations. Overall payment limitation is capped at $500,000 total for all 2019 MFP commodities.
