Madera Water Supply Enhancement Project

 

The Madera Water Supply Enhancement Project, a groundwater bank on the 10,842-acre Madera Ranch in Madera, California, owned, operated, maintained, and managed by the Madera Irrigation District that will plan, design, and construct recharge, recovery, and delivery systems to be able to store up to 250,000 acre-feet of water and recover up to 55,000 acre-feet of water per year. This will increase storage capacity and supply reliability for the district.

Office: Bureau of Reclamation Cooperative Agreements Fiscal Year 2014: The program accomplishments included continuing administrative, environmental and legal tasks, and District contributions. In 2014 and 2015, the administrative and environmental task included and will include monitoring and Federal permitting, consulting, and other permitting and reporting and costs, and the continuation of vernal pool service and permit compliance to get the need licensing to begin construction. Construction may begin in 2016. Legal tasks in 2014 included settlement of the dispute with Madera Valley, LLC, former finance partner, which placed the water enhancement program fully in the hands of Madera ID. The District’s contributions included repair and maintenance of offsite turnouts, ditches, and pipelines, and daily measurements of flows through conveyances to be used for permitting and other purposes. Reclamation worked with the Madera Irrigation District to negotiate a cooperative agreement for the various phases of the project. The cooperative agreement was executed by the Bureau of Reclamation on August 12, 2011. Not Applicable. Award time for each project phase varies depending on the type and complexity of the project. None. Continuation of funding from one fiscal year to the next to complete one or more phases of the project is dependent on federal appropriations for the project. Applicants are limited to the Madera Irrigation District. The scope of work must address and be responsive to the authorizing legislation and the appropriation ceiling. All final planning and design and the construction of the Madera Water Supply Enhancement Project (Project) authorized by Section 9102(c) shall be undertaken in accordance with a cooperative agreement between the Secretary of the Interior and the Madera Irrigation District for the Project. Such cooperative agreement shall set forth in a manner acceptable to the Secretary of the Interior and the Madera Irrigation District the responsibilities of the District for participating, which shall include: (1) engineering and design; (2) construction; (3) the administration of contracts pertaining to any of the foregoing. The authorization for this project sunsets on March 30, 2019. In addition to what is stated in the cooperative agreement, recipients shall submit Program Performance Reports on an annual basis. Upon completion of the agreement, recipients shall submit a final Program Performance Report and other specific reports that may be applicable to the agreement such as property inventories, and patent and invention disclosures. Cash reports are not applicable. Progress reports are not applicable. In addition to what is stated in the cooperative agreement, recipients shall submit SF-425, Federal Financial Reporton an annual basis. Upon completion of the agreement, recipients shall submit a final SF-425, Federal Financial Report. Performance monitoring is not applicable. In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. Madera ID is scheduled to have a Single Audit in 2013. All recipients of Federal awards shall maintain project records in accordance with 2 CFR 200.333 Retention requirements for records. Financial records, supporting documents, statistical records, and all other non-Federal entity records pertinent to a Federal award must be retained for a period of three years from the date of submission of the final expenditure report or, for Federal awards that are renewed quarterly or annually, from the date of the submission of the quarterly or annual financial report, respectively, as reported to the Federal awarding agency or pass-through entity in the case of a subrecipient. Federal awarding agencies and pass-through entities must not impose any other record retention requirements upon non-Federal entities, except as noted in 2 CFR 200.333. Statutory formulas are not applicable to this program.
Matching Requirements: This program requires Madera Irrigation District to pay 75% of the total cost of the project. P.L. 111-11 authorizes the Secretary of the Interior to reimburse the district for 25% of the costs they incur (minus Reclamation’s non-project costs), not to exceed $22.5 million.
