The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to City of Sacramento, C/O Water Forum under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.512, Central Valley Project Improvement Act, Public Law 102-575, Section 3406(b)(13) and 3407(e). Estimated total amount of agreement is $5,864,877.59 with the Recipient providing a total of $243,000.00. Reclamation is providing $680,000.00 in Fiscal Year 2014. The purpose of this project is to maintain and improve the fish habitat with a goal of increasing populations of salmonids that are listed under the Endangered Species Act by replenishing spawning gravel and improving rearing habitat in the Lower American River. It will address factors limiting fish populations in freshwater and contribute specifically to the recovery of Chinook salmon and steelhead trout. The principal objective of this project is to implement and monitor spawning and rearing habitat restoration projects in the Lower American River. (Refer to the Notice of Intent to Award Announcement No. R14AN20007 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(2) & (4) is solely within the discretion of the Government.
