Proposed recipient is uniquely qualified for this award due to an existing Management Agreement between the United States of America and Kern County, Parks and Recreation Department (Parks) for the development, administration, operation, and maintenance of recreation and other purposes at Lake Woollomes, dated February 6, 1973, for a period of 50 years, (2023). Kern County Parks and Recreation has facilities on site, including employee housing which aids in the security needs of the lake and a maintenance shop which allows for repairs and upkeep to the grounds in a timely matter. This is a key requirement for management and performance under this Agreement. Proposed project is needed to reduce the incidence of erosion from the lake banks, re-vegetate areas throughout the recreation area where trees have died or been damaged and shade has diminished for visitors. Roadways need to be repaired and maintained for public safety, wetlands area need to be developed further to protect local waterfowl and migratory birds from public intrusion into nesting and feeding areas. Parks will plant replacement trees in approximately 100 locations where shade trees have died over the years or were damaged by winds. Erosion control measures will be put in place to prevent further breakdown of the lake edges. A wetland area will be upgraded to increase potential for wildlife habitat and nesting areas for local and migratory waterfowl.
