Initiative to Educate State and Territorial Officials about Maintaining and Strengthening Public Health in a Changing Environment

 

This program is intended to build the capacity of legislators and relevant legislative health committee experts through an organizational membership that represents legislatures from all 50 states and territories as part of the nation’s efforts to expand and sustain national investment in prevention and public health programs. The purpose of this 1-year activity is to ensure that legislators have the knowledge, information, and other resources they need to identify, develop, and support policies that maintain essential public health services, while also facilitating the changes needed in the public health system to increase effectiveness and efficiency through better use of resources. This program addresses the “Healthy People 2020” focus area of Public Health Infrastructure and the CDC Office for State, Tribal, Local and Territorial Support’s mission to increase the capacity and performance of the public health system, available at http://www.healthypeople.gov.

Two categories of organizations are eligible to apply for this funding opportunity:
Category 1: National non-profit organizations that consist of requisite memberships representing governors from all 50 states and territories. The applicant organizations must provided information, education, publications, and networking forums to Governors and their staff. Category 2: National non-profit organizations that work with State Legislators and relevant health committee experts and consist of requisite memberships representing legislatures from all 50 states and territories. The applicant organizations must have provided information, education, publications, and networking forums to state legislatures, relevant legislative committees and their staff.

The general public will benefit from the objectives of this program.
Credentials/Documentation
Applicants must provide a project abstract, project narrative, and provide detail on the appropriate planning, training, and personnel and provide a budget justification for funds requested. Costs for nonprofit recipients will be determined in accordance with HHS Regulations, 45 CFR Part 74, Subpart Q. This program is excluded from coverage under OMB Circular No. A-87. 2 CFR 200, Subpart E - Cost Principles applies to this program.

Pre-Application Procedure
Preapplication coordination is not applicable. Environmental impact information is not required for this program. This program is excluded from coverage under E.O. 12372.
Application Procedure
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. This program is covered under OMB Circular No. A-102. This program is covered under OMB Circular No. A-110. Information on the submission of applications may be obtained from the Grants Management Officer, Grants Management Branch, Procurement and Grants Office, Centers for Disease Control and Prevention. The standard application forms must be used for this program as furnished by the Public Health Service and requirement by OMB Circular No. A-110 for nongovernmental applicants.
Award Procedure
An objective review panel will evaluate complete and responsive applications according to the evaluation criteria listed in funding opportunity announcement. Successful applicants will receive a Notice of Award (NOA) from the CDC Procurement and Grants Office. The NOA shall be the only binding, authorizing document between the recipient and CDC. The NOA will be signed by an authorized Grants Management Officer.

How are proposals selected?
Funding will be directed to one or two competitively selected grantee(s). Non-governmental organizations may also be eligible for funding opportunities. Additional criteria will be listed in individual funding opportunity announcements.
How may assistance be used?
Restrictions are as follows: Recipients may not use funds for research.
Recipients may not use funds for clinical care. Recipients may only expend funds for reasonable program purposes, including personnel, travel, supplies, and services, such as contractual. Awardees may not generally use HHS/CDC/ATSDR funding for the purchase of furniture or equipment. Any such proposed spending must be identified in the budget. The direct and primary recipient in a cooperative agreement program must perform a substantial role in carrying out project objectives and not merely serve as a conduit for an award to another party or provider who is ineligible. Reimbursement of pre-award costs is not allowed. Recipients may not use funds for construction or building projects

What are the requirements after being awarded this opportunity?
Reporting
Program reports are not applicable. Cash reports are not applicable. Interim and semiannual progress reports are required. Final financial status and performance reports are required 90 days after the end of a project period. Financial records, supporting documents, statistical records, and all other records pertinent to the grant program must be kept readily available for review by personnel authorized to examine PHS grant accounts. Financial records, supporting documentation, statistical records, and all other records pertinent to an award shall be retained for a minimum of 3 years, or until completion and resolution of any audit in process or pending resolution. In all cases records must be retained until resolution of any audit questions. Property records must be retained in accordance with 45 CFR 92.42 requirements. Performance monitoring is not applicable.
Auditing
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
