This is a Notice of Intent Only. The US Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB), intends to provide funding for a cooperative agreement with the International Labor Organization (ILO) to continue the implementation of a labor law project in Vietnam. The overarching objective is to develop regulations for the new labor legislation consistent with International Labor Standards, educate the tripartite partners on the provisions of the laws and regulations and build their capacity to promote good industrial relations with the new provisions' application in practice. The Department of Labor's ILAB did not solicit full and open competition for this award based on the following criteria: Department of Labor Manual Series-2, Chapter 830, section 836G(3), which provides that the recipient has unique qualifications to perform the type of activity to be funded. In support of this authority, ILAB asserted that the ILO is the only organization that has the recognized authority and capacity to fulfill the intent of the Vietnam Labor Law Implementation Project, and to do so in a timely manner for the following reasons: 1) the ILO's unique stature as an international standard-setting organization with the confidence of the Vietnamese government to work on this set of sensitive labor issues; and 2) the ILO has a strong in-country presence and has made a commitment to support the DOL's funding with the rapid application of the ILO's extensive technical resources.
