Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
State educational agencies (SEAs) and institutions of higher education (IHEs) in areas affected by a covered disaster or emergency, or which enroll students displaced from an area affected by a covered disaster or emergency. Local educational agencies (LEAs) and public and non-public schools in affected areas are subgrantees.
Beneficiary Eligibility
State educational agencies, local educational agencies, postsecondary institutions and students in areas affected by a covered disaster or emergency will benefit.

Award Procedure
Under the Immediate Aid to Restart School Operations program, the Department awards funds to eligible SEAs. These SEAs, in turn, provide assistance or services to LEAs, including charter schools, and non-public schools to help defray expenses related to the restart of operations in, the reopening of, and the re-enrollment of students in elementary and secondary schools that serve an area affected by a covered disaster or emergency. Under the Temporary Emergency Impact Aid for Displaced Students program, the Department awards Emergency Impact Aid funding to SEAs, which, in turn, provide assistance to LEAs for the cost of educating students enrolled in public schools, including charter schools, and non-public schools, who were displaced by a covered disaster or emergency. The amounts awarded under each are based on demand and specific data received from eligible applicants. Under Assistance for Homeless Children and Youth, the Department awards grants to SEAs for LEAs to address the needs of homeless students displaced by a covered disaster or emergency. The size of these grants is based on numbers reported by States of (1) displaced homeless students and (2) demonstrated need. SEAs award subgrants to LEAs on the basis of demonstrated need. LEAs must use the funds awarded under this program to support activities that are allowable under the McKinney-Vento Homeless Assistance Act. Under Emergency Assistance to Institutions of Higher Education the Department provides emergency assistance to IHEs and their students in areas directly affected by a covered disaster or emergency, for activities authorized under the Higher Education Act of 1965. Under the Defraying Costs of Enrolling Displaced Students in Higher Education program, the Department provides payments to IHEs to help defray the unexpected expenses associated with enrolling displaced students from IHEs directly affected by a covered disaster or emergency, in accordance with criteria established and made publicly available. Under the Project School Emergency Response to Violence (SERV) program, the Department awards grants on a case-by-case basis for short- and long-term education-related services for LEAs and IHEs to help them recover from a covered disaster or emergency that has disrupted the learning environment. Amounts for all of the above programs are also based on available funds under the applicable appropriation.
