Notice of Intent to Award - The Department of the Interior, through the Bureau of Reclamation (Reclamation) and the National Park Service (NPS) will prepare an environmental impact statement (EIS) for the adoption of a long-term experimental and management plan (LTEMP) for the operation of Glen Canyon Dam. The EIS will fully evaluate dam operations and will provide the basis for decisions that identify management actions and experimental options that will provide a framework for adaptively managing Glen Canyon Dam over the next 15 to 20 years. The purpose of the proposed LTEMP is to increase scientific understanding of the ecosystem downstream from Glen Canyon Dam and to improve and protect important downstream resources while maintaining compliance with relevant laws including the Grand Canyon Protection Act (GCPA), the Law of the River, and the Endangered Species Act. The LTEMP EIS will be the first EIS on the operations of Glen Canyon Dam since the Glen Canyon Dam EIS (GCDEIS) and establishment of the Glen Canyon DAM Adaptive Management Program (GCDAMP). It is anticipated that there are a number of the sections of the EIS that will require specific cultural information that can only be obtained directly from the Hopi Tribe. This will likely include some of the background information, the affected environment, and the environmental consequences section. To adequately develop these portions, the Hopi Tribe will need to utilize the expertise of the tribeÂ’s technical staff in a number of tribal programs and the cultural expertise of Cultural Resources Advisory Task Team (CRATT) and other knowledgeable tribal members. It is anticipated that this task will involve attendance at meetings and some development of text for incorporation into the EIS.
