The objective of this program is to fund a wide range of discretionary activities to (A) provide culturally specific activities for survivors of sexual assault and domestic violence (B) provide culturally specific activities to promote strategic partnership development and collaboration (C) respond to the impact of COVID19 and other public health concerns on survivors of sexual assault and domestic violence.

Program Accomplishments
Fiscal Year 2021 FY 2022 American Rescue Plan Grants to Support Culturally Specific Populations supplemental grant awards were issued to Culturally Specific Special Issue Centers with an award amount of $13,200,000 each for three grant recipients that were required to issue subgrants to culturally specific domestic violence and sexual assault organizations nationally. Two grant awards were made to the National Indian Resource Center and the Alaska Native Tribal Resource Center on Domestic violence with an award amount of $4,500,000 each with requirement that to issue subgrants tor LGBTQ two-spirited communities, urban Indian organizations, and American Indian/Alaska sexual assault organizations.
Fiscal Year 2022 No awards are expected.
Fiscal Year 2023 In 2023, it is estimated that 30 grant awards will be made in the amount of $250,000 each.

Applicant Eligibility
An applicant may be a nonprofit private organization, tribal organization, federally-recognized Indian tribe, Native Hawaiian organization, local public agency, institution of higher education, private organization, Alaska Native Village, or nonprofit Alaska Native Regional Corporation.
Beneficiary Eligibility
These discretionary awards will benefit victims of domestic violence, dating violence, sexual violence and their dependents and families.

Pre-Application Procedure
Preapplication coordination is required. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." Award Procedure
The Administration for Children and Families will make the final decision on all awards. Funds are awarded directly to recipients. Recipients are notified that funds have been awarded through a Notice of Award (NOA) issued by the Administration for Children and Families. Post award, the Division of Payment Management will establish an account from which a grant recipient may draw down award funds.
Deadlines
In order to receive the ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program, all existing FVPSA CSSIRCs, NIRC, and ANTRCDV grant recipients were required to submit a narrative and budget within 90 days of receiving the Notice of Award (NoA) outling the use of funds. How are proposals selected?
Each recipient will receive its respective share of funds if the application submitted meets the necessary requirements.
How may assistance be used?
Allowable activities include: Developing and supporting innovative culturally specific community-based services and supports that enhance access to shelter services or supportive services for survivors of sexual assault and domestic violence from racial and ethnic specific underserved communities. Developing and supporting innovative culturally specific community-based non-residential services and supports that enhance intervention and prevention for all survivors of sexual assault, domestic violence, dating violence, and family violence from racial and ethnic minority populations; Strengthening the capacity and furthering the leadership development of racial and ethnic minority organizations to address sexual violence and domestic violence in their communities; and Promoting strategic partnership development and collaboration, including with health systems, early childhood programs, economic support programs, schools, child welfare, workforce development, domestic violence, dating violence, and family violence programs, other community-based programs, community-based organizations serving individuals with disabilities, faith-based programs, and youth programs, in order to further a public health responses to supporting survivors of sexual violence, domestic violence, dating violence, and family violence from racial and ethnic specific underserved populations. Conducting pre-planning tasks such as engaging in organizational capacity building efforts to support the subawarding process, developing MOUs with culturally specific sexual assault technical providers, LGBTQ+ specific technical assistance providers, and developing processes to both monitor subrecipients and establish reporting systems – CSSIRCs, NIRC, ANTRCDV are allowed to use 5 percent of awarded funds to support activities necessary to administer, monitor, evaluate, and report; Promoting the availability of the FVPSA ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program funding and disseminating a request for proposal announcement through the use of webinars, listservs, websites and other forms of technology that may be accessible to eligible culturally specific domestic violence and sexual assault programs; Providing technical assistance and training to support eligible culturally specific sexual assault and domestic violence programs that will apply, receive, and report on the FVPSA ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program funding; Supporting community-based culturally specific domestic violence and sexual violence programs and/or innovative racial and ethnic specific community-based collaborations providing shelter, counseling, mobile advocacy, maternal health services, telehealth services, peer support, community education, and related supportive services to adult and youth sexual assault and domestic violence survivors impacted by the COVID–19 public health emergency and/or health disparities; Conducting ongoing monitoring and evaluation activities; if applicable, ensuring the FVPSA ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program funding subrecipients are using the funding to support the needs of sexual assault and domestic violence survivors from racial and ethnic specific minority groups and underserved populations who may be impacted by COVID-19 and/or health disparities; If applicable, partnering with national sexual assault and LGBTQ+ specific technical assistance providers to assess and evaluate ongoing technical assistance needs of subrecipients’ organizations and/or community-based partnerships, including developing actionable sustainability plans to ensure continuity of services once the FVPSA ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program funds are expended; If applicable, developing reporting mechanisms for subrecipients to provide information on outcomes and impacts of the ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program funding; and If appropriate, conducting evaluation activities geared towards identifying leading practices and lessons learned through the use of the ARP Support for Survivors of Domestic Violence and Sexual Assault from Culturally Specific Populations Grant Program funding subrecipients by racial and ethnic specific sexual assault and domestic violence programs and/or community-based partnerships supporting sexual assault and domestic violence survivors from racial and ethnic specific underserved communities.
