The Golden Gate National Parks Conservancy is considered uniquely qualified for this agreement because its mission to promote preservation, public stewardship, and awareness of the resources of this specific national park coincides perfectly with the mission of Golden Gate National Recreation Area and with the scope of this project. The Conservancy has collaborated with the park for many years on complex resource improvement projects involving seacoast fortifications through the Trails Forever Program at Hawk Hill, along the Presidio Coastal Trail, and in the restoration and interpretation of Battery Townsley. In doing so, the Conservancy has prepared numerous specialized reports on these fortifications that has given it an unsurpassed experience and knowledge base and an intimate familiarity with the resources that are the subject of this project. Therefore the Conservancy has developed a unique level of specialized and location-specific knowledge about these fortifications, the site conditions and particular issues involved in their preservation, and a literally unrivalled ability to research and locate particular information needed to evaluate these specialized resources for suitability as National Historic Landmarks NPS Point of Contact Stephen Haller OVERVIEW STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN ARTICLE I: BACKGROUND AND OBJECTIVES A. Cooperative Agreement No. 1443 CA-8140-98-001 was entered into by and between the Department of the Interior, National Park Service, Golden Gate National Recreation Area (GGNRA) and the Golden Gate National Parks Association (GGNPC), on October 24, 1997 (since then renamed the “Golden Gate National Parks Conservancy”), for the purpose of transferring National Park Service appropriated funds to nonprofit organizations to carry out the public purposes of National Park Service programs. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. The GGNPC and GGNRA have collaborated on projects in the past to evaluate cultural resources for preservation and rehabilitation, for promoting public use and appreciation through reports, exhibits, publications, and other forms of interpretation, and to promote public involvement with these resources through expanded community-based stewardship. More specifically, GGNPC has collaborated with the park for many years on complex resource improvement projects involving seacoast fortifications through the Trails Forever Program at Hawk Hill, along the Presidio Coastal Trail, and in the restoration and interpretation of Battery Townsley. In doing so, GGNPC has prepared numerous specialized reports on these fortifications that have given it an unsurpassed experience and knowledge base and an intimate familiarity with the resources that are the subject of this Task Agreement. B. Our objective in collaborating with GGNPC is the continued research, interpretation and care for the park’s nationally-significant collection of seacoast fortifications, through a program of cooperative research and evaluation, leading to the preparation of a National Historic Landmark (NHL) nomination form and the eventual designation of the sites as a National Historic Landmark. C. The public benefits of this task coincide with the mission of each organization, and will: create knowledge about the seacoast fortifications that are considered to be fundamental resources of this national park; use that information to support and enhance public programs at Batteries Townsley, Chamberlin and Godfrey and at park visitor centers in the Marin Headlands, at Fort Point and at the Presidio; stimulate the growth of volunteer stewardship activities co-sponsored by GGNRA and the Parks Conservancy to preserve and open these fortifications to public use and enjoyment; and stimulate widespread public recognition of the relevance of these historic resources through the publicity and stature that comes with designation as a national landmark. ARTICLE II – AUTHORITY - 16 U.S.C. §1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs. CFDA – 15.946 Cultural Resources Management 16 U.S.C. 470 The National Historic Preservation Act requires each Federal Agency to institute a preservation program for the identification, evaluation, and nomination to the National Register of Historic Places, and protection of historic properties. ARTICLE III: STATEMENT OF WORK A. GGNPC agrees to: 1. Revise Section 7 (Site Description) of the National Historic Landmark nomination form for approximately eighteen sites within proposed NHL district. 2. Update lists of contributing and non-contributing features. 3. Prepare Section 10 (Geographical Data). Develop rationale and describe boundaries for eighteen sites within proposed district. 4. Take updated Existing Conditions photographs and write captions for twelve sites impacted by changed landscape conditions. (Fort Baker, Fort Barry, Fort Cronkhite, Crissy Field, Fort Mason, Fort Winfield Scott, Frank Valley Military Reservation, Fort McDowell on Angel Island, Milagra Military Reservation, Fort Funston, Yerba Buena Island Mine Storage Depot, and Fort Miley). 5. Provide a qualified individual(s) to perform the tasks described in the Scope of Work. Supervision of contractors shall be the responsibility of the GGNPC. 6. Research, evaluate, document and describe the physical features and the integrity of the seacoast fortifications of San Francisco Bay as per the technical guidelines of the National Historic Landmarks Program. B. GGNRA agrees to: 1. Provide financial assistance as presented in Article VII of this task agreement. 2. Provide technical and procedural guidance to the GGNPC necessary to complete the tasks outlined in Scope of Work. 3. Research, evaluate and describe the historical context and significance of the seacoast fortifications of San Francisco Bay as per the technical guidelines of the National Historic Landmarks Program. C. Both Parties Agree to: 1. Create a cooperative partnership to maximize the benefits from the project accomplished by both organizations. 2. Work in close collaboration by exchanging drafts, share technical information, critique each other’s work, ensure consistency of style, and work in each party’s area of special expertise in order to develop a seamless, co-authored, completed National Historic Landmark nomination form. 3. Use the information complied in this process to enhance public programs and access to the fortifications, assist in the growth of co-sponsored volunteer stewardship activities at the fortifications, and work to achieve further public recognition of their importance.
