Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Since 1992, the EUR/ACE HA program has been assisting those in need with food, clothing and medicine. Small Reconstruction Projects fund structural repairs such as bathrooms and kitchens of recipient institutions in a cost-effective way. Materials and engineering costs are covered by the project, unskilled labor is often provided by local residents, and contributions (such as utility costs) are sometimes made by NGOs and local governments. The long-term result of HA is threefold: the suffering of the vulnerable is relieved, partnerships are formed between the USG and the people of the recipient country, and, from this example, their governments are better able to recognize and react to the needs of their citizens. Since its inception in 1992, the EUR/ACE program has provided over $4 billion worth of donated assistance to the people of the former Soviet Union. In 2012, the EUR/ACE program provided $137.57 million in assistance using only $10.77 million in program funds; that is, $12.77 of assistance delivered for each dollar of program funding. Similar results are expected in FY13, with diminished returns in FY14, the final year of the program. The EUR/ACE Humanitarian program is scheduled to phase out effective 30 September 2014.
