Enhancing Coordination, Integration, and Dissemination of Evidence to Combat HIV/AIDS, TB, and Sexually Transmitted Infections (STI) in the Republic of Zambia under the President's Emergency Plan for AIDS Relief (PEPFAR)

 

CDC Project Description a. Approach: Activities Outcomes Short Term Outcomes (1-2 Years) Intermediate Outcomes (3-4 Years) Long Term Outcomes (5+ Years) Coordination of the response Assess and address any organizational barriers to fulfilling NAC’s role in leading and coordinating the HIV/AIDS response in Zambia: Conduct an assessment of organizational capacity relating to coordination and facilitation Build capacity in existing and any subsequently hired staff in the identified areas Improved competency levels within staff at NAC in coordination, facilitation and other skills necessary to fulfill NAC’s official role Organizational barriers to fulfilling NAC’s role in leading and coordinating the HIV/AIDS response in Zambia addressed Improved coordination and facilitation of the national HIV/AIDS response as envisioned in the National AIDS Strategic Framework Reduced morbidity and mortality associated with HIV/AIDS through enhanced coordination of the response Coordinate the response at the central level: Strengthen existing theme groups/technical working groups by engaging actively with stakeholders to participate in monthly meetings Create theme groups/technical working groups to address gaps in current structures and lead them to meet monthly Form/reform a high level forum to synthesize and discuss high level issues brought up by the theme groups/technical working groups at least quarterly Report accomplishments and recommendations of the theme groups at least quarterly Publish minutes and reports on the web Use results of discussions and recommendations to complete development plans, funding proposals and AIDS framework documents In the context of the theme groups, compile and maintain a library of relevant funding, planning, operational and framework documents on the web Improved coordination of the HIV/AIDS response at central level Theme/ technical working groups in provide direction on the activities around the HIV/AIDS epidemic in Zambia regularly and comprehensively Improved coordination leading to a more nimble, efficient, and cost-effective response to HIV/AIDS Improved coordination leading to a more nimble, efficient, and cost-effective response to HIV/AIDS Disseminating findings and facilitating its use for decision-making Disseminate evidence and best practices around HIV prevention care and treatment to central and decentralized levels: Facilitate at least twice yearly national meetings before international AIDS conferences (e.g., CROI and International AIDS) where all presentations and posters accepted for the requisite international conference are presented Facilitate annual meetings for staff on the decentralized levels featuring key best practices and emerging evidence about the HIV/AIDS response Host a website where manuscripts, conference presentations and abstracts and other latest evidence on HIV/AIDS is available and catalogued Using evidence and discussions at theme groups, create, post on the web, and disseminate priorities for HIV evaluation and research in Zambia annually Improved availability of best practices and scientific evidence of best practices on HIV prevention, care and treatment in Zambia Improved availability of up to date information /literature on HIV/AIDS, especially work conducted in Zambia Improved planning at both centralized and decentralized levels that is based on evidence Improved concurrence of funding to the for research and evaluation activities with established priorities Improved coherence and efficiency in HIV programming throughout Zambia Improved quality of life of people living with HIV/AIDS Training on use of data for decision-making Increase capacity to use community level HIV data: Integrate community level HIV data use into pre-service trainings Integrate community level HIV data use into innovative, cost-effective, self-directed methods of data use trainings Expand training capacity for data use including, but not limited to Epidemiology for Data Users (EDU) and Quality Improvement through Data Use (QIDU) Curricula Build capacity of decentralized systems to be able to incorporate best practices into the local HIV response Improved integration of community level HIV data use into pre-service trainings Improved integration into community level HIV data use into at least one innovative, cost-effective, self-directed method of training on data use Improved integration of community level HIV data use into at least one training targeting national level MOH/MCDMCH staff Increased participation in the EDU steering committee Improved use of community level HIV data by health service professionals, district, provincial, and national staff Improved health status of the population as a result of interventions informed by timely and accurate data Enhancing and maintaining integration of information systems used for HIV/AIDS program monitoring and evaluation Build interface with national data warehouse for the inclusion of community-level HIV prevention data Improved user interfaces that link NAC to the data warehouse Improved Web-based data collection at all levels of the national health sector hierarchy Improved reporting on UNGASS and other relevant community and clinical indicators Improved health status of the population as a result of interventions and policy decisions informed by timely and accurate data from the data warehouse Assess internal ICT oversight/management capacity and address any shortfalls Improved capacity of the NAC to manage the internal ICT platform Create and/or modify existing website to improve its usefulness as a resource for HIV in Zambia Improved usefulness of the website as a resource for HIV information in Zambia Assessing, reviewing and improving monitoring and evaluation of the HIV/AIDS response Review the existing national strategic framework for monitoring and evaluating the HIV/AIDS response in Zambia: Review the HIV/AIDS indicators in the current monitoring and evaluation framework in consultation with stakeholders Convene stakeholders meeting to discuss the findings and recommendations of the review Revise the M&E framework based on the recommendations from the consultative meetings Improved monitoring and evaluation indicators that reflect both the measurement of the HIV/AIDS epidemic in general and the role of NAC in coordinating the response Improved monitoring and evaluation system that provides timely and accurate data to GRZ in terms of NAC’s coordination of the HIV/AIDS activities and the status of the HIV/AIDS epidemic in Zambia Coordinated effort that is based on evidence collected through the revised national M&E framework and corresponding data reporting systems Build monitoring and evaluation capacity of staff at NAC’s national and sub national levels: Conduct an M&E capacity assessment at NAC’s national and subnational levels Develop an M&E strengthening action plan based on the findings of the M&E capacity assessment Train both program and M&E staff in the new indicators and data collection methods Develop an M&E mentoring plan for the provinces and districts Improved monitoring and Evaluation capacity at national and sub national levels Improved planning and coordination of HIV/AIDS interventions in Zambia Improved delivery of HIV/AIDS services in Zambia Improved quality of life of people living with HIV/AIDS in Zambia
