The D Street Nesting Area is owned by both the San Diego Bay National Wildlife Refuge and the Unified Port of San Diego and is cooperatively managed for the recovery of the endangered California least tern and other migratory birds. The endangered California least tern colony is on both Refuge and Port property at D Street Fill and the management is a coordinated joint effort. As the landowner, the Port of San Diego is uniquely qualified based on their land ownership and management responsibilities of a portion of the D Street Nesting Area. No other entity could substitute for the Port of San Diego as the manager of their portion of the D Street Nesting Area. The Port has not assigned their management responsibilities to another entity. The landowners (Refuge and Port) of the D Street Nesting Area staff routinely and regularly communicate and coordinate on site preparation, nesting activity, predator management, access, contractors, and other management issues at the D Street Fill.
