Community-Based Approaches to Advancing Justice
Goal(s): The listing is designed to leverage the skills and abilities of community-based organizations (CBOs) and civil rights organizations to address hate crimes. The funding serves entire communities, but specifically can benefit both individuals and groups who may be targets of hate crimes, law enforcement and prosecution entities that wish to better prevent and respond to hate crimes, and service providers who work with individuals or groups who may experience hate crimes. This funding is unique because comprehensive approaches to hate crimes require incorporating lived experience into policies, developing community resiliency, and focusing on prevention. CBOs and civil rights organizations are uniquely suited to carry out this work. Existing funding streams aimed at addressing hate crimes largely focus on improving responses from law enforcement or prosecution agencies. Objective: The Community-Based Approaches to Advancing Justice program provides funding to support comprehensive community-based approaches to addressing hate crimes that promote community awareness and preparedness, increase in victim reporting, and improve responses to hate crimes. Award Procedure
Upon approval by the Assistant Attorney General (for science offices, would be the Director of the applicable Office), successful applicants are notified via the JustGrants System. One copy of the grant award must be signed by the authorized official and returned to the Office of Justice Programs within 45 days of award date. How may assistance be used?
Funding under this program may be used to:
• support public awareness and educational campaigns, outreach programs, trauma informed services and support, and preparedness trainings or planning;
• partner with law enforcement and prosecution entities to improve agencies trainings, policies, and procedures for responding to hate crimes;
• support community institutions to better protect communities, empower victims and witnesses of hate crimes to report, and to build and strengthen foundations of trust and understanding between law enforcement and the public;
• support new or existing working groups made up of a broad range of stakeholders to develop a multi-faceted approach to preventing and responding to hate crimes; and,
• develop resource guides, trainings, public awareness campaigns, or other education and outreach materials developed for both the public and/or law enforcement (materials should be translated as appropriate and distributed broadly).

Performance Reports: To assist in fulfilling the Departments responsibilities under the Government Performance and Results Act of 1993 (GPRA), Public Law 103-62, and the GPRA Modernization Act of 2010, Public Law 111–352, recipients must provide data that measures the results of their work.
