Collaborative Mental Health and Anti-Recidivism Initiative

 

Prison populations across the country have been severely impacted by the increased incarceration of individuals with mental illness. Individuals with mental illness are often associated with higher recidivism rates due to their limited access to mental health and other support services upon release. In many states, a shortage of mental health resources directly correlates to the overcrowding of prison systems. Under this initiative, applicants can use funding to establish a statewide pilot program that partners with the appropriate agencies within the state, such as the Department of Mental Health/Behavioral Health and or Department of Corrections, to establish a collaborative prison anti-recidivism effort to provide comprehensive care before, during, and after incarceration for persons with serious mental illness, with a goal of reducing recidivism.

Applicants can pursue the following objectives: •Ensure that individuals with serious mental illness will receive comprehensive care before, during, and after incarceration with a focus on recidivism reduction to include addressing their mental health and wellness needs, and, if needed, including addressing long-term assistance such as mental and health care in the community with their mental health needs. •Reduce crime committed by, and improve outcomes for, individuals with mental illness. •Identify a target population for the pilot program using a collaborative, data-driven process that responds to local circumstances. •Assemble a team that has the authority to implement the required elements of the program, including the decision-making authority to assess and effectively intervene with the target population. •Evaluate the efficacy of the pilot program to reduce recidivism and improve outcomes for individuals with mental illness in the criminal justice system. Performance Reports: To assist in fulfilling the Departments responsibilities under the Government Performance and Results Act of 1993 (GPRA), Public Law 103-62, and the GPRA Modernization Act of 2010, Public Law 111–352, recipients must provide data that measures the results of their work. In accordance with the requirement set forth in 2 CFR 200, Subpart F, grantees must maintain all financial records, supporting documents, statistical records, and all other records pertinent to the award for at least 3 years following the close of the most recent audit.
