This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project with the Wildlife Conservation Society under a Cooperative Agreement. The project intended award estimate is $43,479. This project is a collaborative effort between the National Park Service and Wildlife Conservation Society (WCS). To work together to implement a field monitoring program for coastal lagoons, that a) provides data useful for long-term monitoring and understanding of these important habitats, and b) helps prioritize protection of lagoons in the case of an industrial accident (e.g., oil spill). The specific objectives of this project are to: 1. Update the sampling objectives for coastal lagoons (Reynolds, 2010) to reflect a two-week sampling window using air transportation to accomplish logistics; 2. Provide updated field protocols for the 2012 field season; 3. Oversee logistics and field operations for the 2012 field season (7/17/2012 to 8/2/2012); 4. Collect data at 8 sampling locations from 2 lagoons in Bering Land Bridge (Ikpek, Cowpack); and 3 lagoons in Cape Krusenstern (Ipiavik, Krusenstern, Sisualik). Data will include information on: a. Physical: Long-term visual changes as identified in photographs; b. Water attributes: pH, Temperature, Salinity, Chlorophyll a, Total Dissolved Solids (TDS); c. Biotic: species composition of a) zooplankton, b) fish, and c) macro-invertebrates. 5. Provide guidance for future field efforts within coastal lagoons as part of ARCN or elsewhere; and 6. Prepare a report to communicate results and recommendations. Finalize field protocol for 2012 in conjunction with NPS staff. Arrange with NPS liaisons in Nome and Kotzebue to present to the community about the NPS work. Arrange for flights and logistics to the Cape Krusenstern and Bering Land Bridge National Park units. Oversee field sampling and safety. Ensure water samples are collected according to protocols and delivered to a laboratory for analysis in a timely manner. NPS did not solicit full and open competition for this award based the following criteria: (1) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications.
